Corporal DeCloss was a member of Company C, 194th Tank Battalion, U.S. Army when Japanese forces invaded the Philippine Islands in December 1941. Fighting ensued and ended with the surrender of the Bataan peninsula on April 9, 1942, and of Corregidor Island on May 6, 1942.

Every year, the cemetery committee hosts a ceremony honoring National POW/MIA Recognition Day, which falls on the third Friday in September.

Veterans in eastern Iowa honored those who went missing -- or were prisoners of war -- during their service. The Iowa City Veteran Affairs (VA) held it's annual ceremony along with the American Legion Friday morning.
