West Hartford police said a homeowner lost $100,000 after they hired contractor Rick Labelle, of Tolland, for a project he never completed.

After an investigation that began in April 2024, Rick Labelle, 37, was arrested and charged with first-degree larceny and four counts of third-degree forgery.
