Sep 22, 2021 · I agree Windows 11 needs to allow the Toolbar back. This is a huge feature for convenience. Pinning a program to the taskbar is child's play. Utilizing a Toolbar (or in my case, multiple Toolbars) gives you incredibly quick navigation to Files, Programs/Apps, Websites, Tools, etc. It's most discouraging to see this feature unavailable.

Feb 5, 2024 · MenuApp is a good taskbar toolbar substitute. It cascades shortcuts to folders. You can pin MenuApp shortcuts to the taskbar. Give such shortcuts an icon you want to be displayed on the Taskbar. A little trick is needed for pinning more than one. It seems Windows 11 won't pin two shortcuts with the same target.

Not only did I get my Links toolbar back and all the other Taskbar options and Toolbar options, but all my original URL's were automatically restored to my Links toolbar!
